first_imgThe African Union (AU) is a body made up of 53 African states, formed in 2001 to replace the amalgamated African Economic Community (AEC) and the Organisation of African Unity (OAU).Headquartered in Addis Ababa, Ethiopia, its aims are the socioeconomic integration of all states on the continent, unity, solidarity, peace, security and stability, and the economic growth and development of Africa.The decision-making body in the AU is the AU Assembly of Heads of State, and its secretariat is the AU Commission.Other institutions include the Executive Council, made up of foreign ministers; the Permanent Representatives Committee, made up of the ambassadors to Addis Ababa of AU member states; the Pan African Parliament, based ion South Africa; and the Economic Social and Cultural Council, a civil society consultative body.All African states are members of the AU, except for Morocco. That country left the Organisation of African Unity in 1984 in protest against other African states’ support for the Sahrawi Arab Democratic Republic, a disputed territory in the south of Morocco also known as Western Sahara.But Morocco does have a special status within the AU and benefits from AU services. Moroccan delegates also participate at important AU functions, and negotiations continue to try to resolve the conflict with the Polisario Front in Tindouf, Algeria and parts of Western Sahara.The AU has adopted important documents establishing norms at continental level, to supplement those already in force when it was created. The system had been delayed because Google was looking for more feedback from developers, and they had been busy with Christmas app development and sales, he explained.Chu also laid out a roadmap for Android in 2011, with a number of things lined up for the months ahead, including, yes, support for in-app payments, but also things like expanded carrier billing options, Market improvements, HTML5 support and more. Tell us which item needs the most attention in this week’s ReadWriteMobile poll.According to Forbes coverage of the conference, Chu’s roadmap will involve the following:In-App Payments: A new system will debut this quarter, allowing app users to make purchases within an app, in addition to paying for an app outright. Carrier Billing: Google launched carrier billing with AT&T in December, said Chu, and plans to launch with more carriers throughout the world. This will make it easier for users to pay for apps, and could increase the dollars spent by app users. (Note: Android already supports T-Mobile in the U.S.)Improve App Discovery in Market: Chu said that Google is weeding out apps that violate Android Market’s Terms of Service and is working on the ranking algorithm to make it easier for users to find the best apps. Adding Social Features: Google is going to make the Android Market more social using Android’s access to the address book. In older buildings, the usual method is to install fiberglass batts or cellulose on top of the leaky ceiling, with a gap of a few inches (or sometimes a few feet) between the top of the insulation and the roof sheathing. In some cases, but not all, there is an attempt to vent the air space above the insulation to the exterior.It’s rare for anyone to inspect the roof sheathing — unless, of course, the boards gets spongy enough to be noticed when the building is re-roofed. If there were any way you could squeeze into the tiny attic under the flat roof, however, you would probably see evidence of mold or rot.What’s a low-slope roof? It’s a roof that is flat or almost flat. This type of roof is common in urban areas (for example, on triple-deckers in Boston and row houses in Philadelphia), as well as in the Southwest. Some of these roofs have parapets — perhaps on just one side of the roof, or perhaps on three or four — while others have no parapets at all.These roofs are either framed with deep roof trusses, or are framed with roof rafters that are separate from the lower ceiling joists (creating a cramped attic between the flat roof and the ceiling). In some of these buildings, the attic is high enough to allow a person to climb into the attic through a hatch; in others, the attic is too cramped for human access.So what’s wrong with insulating a flat roof the traditional way?
